This cartoon shows Republican House Representative Jason Chaffetz criticizing Obama. It does seem to be a frequent thing for politicians to change their minds or go back on their word at some point. According to this, Chaffetz doesn't have a right to criticize Obama (but is doing it anyway). Politicians seem to spend a lot of time trying to make each other look bad.
This particular image uses bright colors to catch the eye. Chaffetz and Obama both have labels in the first panel, which seems less than clever and skillful, but is probably more accessible. Chaffetz face is monkey-like, and he is shown as being extremely short. The style is sketchy and loose, the feeling of it kept pretty light.
